Appeal from Federal Court decision (2005 FC 592) dismissing application for judicial review of allegedly discriminatory conditions attached to tour operator licence by Archipelago Management Board—Appeal dismissed— Although appellant having standing to raise Canadian Charter of Rights and Freedoms, s. 15 issue because interests potentially within scope of business caps policy respecting tour clients, not showing measures discriminatory either in administrative law sense or under Charter, s. 15—Canadian Charter of Rights and Freedoms, being Part I of the Constitution Act, 1982, Schedule B, Canada Act 1982, 1982, c. 11 (U.K.) [R.S.C., 1985, Appendix II, No. 44], s. 15.
